EU compliance guide
For agencies and in-house developers responsible for a store selling in the EU. Start with the table to see which rules reach your store, then read the section for each one: what the rule asks for, what the extension does and does not do, and what to test before go-live.
| Rule | Who it affects | What a store has to show or keep | Extension that helps |
|---|---|---|---|
| GDPR Regulation (EU) 2016/679 | Stores established in the EU, or selling to people in the EU. | Consent you can evidence, cookie choices, and answers to data subject requests. | GDPR Compliance Suite |
| Right of withdrawal Directive (EU) 2023/2673 | Online shops selling to EU consumers. | A clearly labeled withdrawal function, available for the whole withdrawal period. | GDPR Compliance Suite |
| GPSR Regulation (EU) 2023/988 | Stores offering consumer products to people in the EU. | Manufacturer details, the EU responsible person, product identification and safety information. | GPSR |
| Omnibus Directive (EU) 2019/2161 | Stores announcing price reductions to EU consumers. | The prior price beside any announced reduction. | Omnibus Directive |
| PPWR Regulation (EU) 2025/40 | Anyone placing packaging or packaged goods on the EU market, including non-EU sellers shipping in. | Packaging data, the evidence behind it, and placed-on-market figures per material. | PPWR |
What developers own across GDPR and GPSR work.
How to count consent banners and legal data in the performance budget.
GDPR has applied since 25 May 2018. For a store it comes down to three jobs: non-essential cookies wait for consent, you can show what each person agreed to, and data subject requests get an answer on time. EDPB guidance gives one month to respond, with two more for complex requests if you tell the person within the first month.
The consent rule for cookies comes from Article 5(3) of the ePrivacy Directive, which exempts strictly necessary cookies. The EDPB guidelines explain its scope.
The right of withdrawal is consumer law, not GDPR. Since 19 June 2026, an online shop selling to EU consumers has to offer a withdrawal function. The suite includes one for Luma, Hyvä and GraphQL storefronts. It ships switched off, and the statutory exceptions are yours to map.
The suite stores each consent with the wording the shopper saw, and removes a registered cookie in a refused category in the server response as well as in the browser. It supports compliance and does not certify it: your configuration and your lawful basis remain your responsibility.
Erasure, fragmented consent and personal data in custom tables.
Keep consent, erasure and record keeping auditable.
What a cookie banner leaves uncovered.
Replace one-off scripts with a request workflow.
GPSR has applied since 13 December 2024. Under Article 19, an online offer has to show the manufacturer's name and postal and electronic address, the EU responsible person when the manufacturer is outside the EU, details that identify the product, and any warnings or safety information.
The GPSR extension keeps one record per manufacturer and shows it on every product with that manufacturer's attribute option, as a product tab or below the description, with attached documents such as declarations of conformity. It publishes the information and does not decide what the information must say, so check product identifiers and warnings separately.
Attributes, frontend output, documents and traceability.
Show operator details and safety documents on the product page.
Where the data goes on the page so it stays readable.
Since 28 May 2022, announcing a price reduction in the EU means showing the prior price: the lowest price you applied in a period of at least 30 days before the reduction. The rule is Article 6a of the Price Indication Directive, added by Directive 2019/2161. Member States can set their own rules for perishable goods, new arrivals and progressive reductions, so check each market.
The Court of Justice ruled in Case C-330/23 that an announced reduction has to be calculated from the prior price.
The Omnibus Directive extension records each price change from Magento's price index, per website and customer group, and shows the prior price on product pages, category grids and search results. Its optional -X% badge is calculated from the prior price. History starts when you install, so a product whose price has not changed since then shows no prior price and no badge.
PPWR has applied since 12 August 2026, with later dates for labeling, minimization and empty space. Commission guidance separates two roles: the manufacturer answers for the packaging itself, and the producer registers, reports and pays extended producer responsibility (EPR) fees in the Member State where the packaging is expected to become waste.
If you sell directly to consumers in other Member States, the Commission says you need an authorized representative there since August 2026. It has proposed suspending that for small businesses, and while Parliament and the Council examine the proposal, it has asked Member States not to sanction operators.
The PPWR extension keeps packaging specifications, evidence and what went out with each shipment in Magento, then totals the weights per material for a market and period. It does not file anything: a person transcribes the figures into the scheme's own portal. It exports a generic CSV, no verified country adapter ships, and Article 12 marks still belong on the physical packaging.
Directives apply through national law, so check the rules in each market you sell to. Checked against the official texts on 1 November 2026. The PPWR dates that depend on implementing acts can move, and proposals still in the legislative process can change them.
| Date | Rule | What applies | Official text |
|---|---|---|---|
| 25 May 2018 | GDPR | The regulation applies. | Regulation (EU) 2016/679, Article 99(2) Commission page |
| 28 May 2022 | Omnibus | National rules on showing the prior price apply. | Directive (EU) 2019/2161, Article 7 Commission page |
| 13 December 2024 | GPSR | The regulation applies, including the rules for online offers. | Regulation (EU) 2023/988, Article 52 Commission page |
| 19 June 2026 | Right of withdrawal | National rules requiring a withdrawal function apply. | Directive (EU) 2023/2673, Article 2 Commission page |
| 12 August 2026 | PPWR | The regulation applies in general. Packaging placed on the market before this date can stay on the market. | Regulation (EU) 2025/40, Article 71 Commission page |
| 27 September 2026 | Environmental claims | National rules on environmental claims apply. They matter if a product page says its packaging is recyclable or compostable. | Directive (EU) 2024/825, Article 4 Commission page |
| 12 August 2028, or 24 months after the implementing acts enter into force, whichever is later | PPWR labels | Packaging placed on the market carries the harmonized label showing its material composition. | Regulation (EU) 2025/40, Article 12(1) Commission guidance |
| 1 January 2030 | PPWR minimization | Manufacturers and importers must meet the packaging minimization requirements. | Regulation (EU) 2025/40, Article 10(1) Commission guidance |
| 1 January 2030, or 3 years after the implementing acts enter into force, whichever is later | PPWR empty space | Whoever fills grouped, transport or e-commerce packaging keeps empty space to 50% at most. Sales packaging used as e-commerce packaging is exempt, but minimization still applies. | Regulation (EU) 2025/40, Article 24(1) Commission guidance |
| 1 June 2030 | PPWR reporting | Producers first report to national EPR registers under the harmonized rules, according to the Commission. | Commission FAQ, August 2026 |
The answers come from the extension docs.
No. They give you the mechanisms and the records. The GDPR suite supports compliance and does not certify it, and what your store collects and your lawful basis remain your responsibility. Have counsel review your setup.
No. It connects to no national scheme or registry, and a person transcribes the figures into the scheme's own portal.
History starts when you install the Omnibus Directive extension. A reduction is only presented as one once the store has recorded the price before it. Cron must also run, because the price index updates on Magento's schedule.
Yes. GDPR Compliance Suite, GPSR and Omnibus Directive support Luma and Hyvä, and PPWR has a separate qoliber/ppwr-hyva package.
